I really really think Mystics Doom deserves a mention. Regeneration on anyone with feedback damage is incredibly annoying, especially when they regenerate back onto damage reduction. It's better still on Doom because he has indomitable so the instances in which he has to push to use regeneration (one of the biggest risks of the power) will be rare.

Totally agree Nimrod, Cosandra Nova, Annihilus, and Stardust should have been on the list. A couple others that should have made the list, instead of all the simple regeners: Impossible Man, DC exp Wild Cat, R Shazzam, Ganthet, and SV Thanos. All of whom get back onto heavy armor, big damage, or near/full dial with a will timed regen or two.
Deadpool vet and Logan vet should have made the list, both have regen for half there respectable 8 clix of life, and make good use of the clix they regen into (possible even up to full health)
Pretty sure M-11 got noticed for something else (Willpower?), but his dial is amazing for point efficiency. Regen gives you the option of Super Strength or Psychic Blast, and using Regeneration while pushing gets you at worst nothing (1 heal plus push), or no push due to landing on a Willpower click. Very handy trick, that.

V Hawkman is my favorite figure with regen, but that's really just because he's my favorite figure.
Wildcat and Ragman are two of my other favorites.
I really wish that I could like the General, but unless he's teamed up with a figure that has Defend, he's just points for the opposition. Said figures with Defend that are also thematic to team up with the general are pretty hard to find. He also REALLY got hurt by no longer being able to use the Society ATA.

Instead of Mystics doom, I'd put in V Shade from Unleashed. 3 clicks of regen on a mystic for 73 points. Plus his regen overlaps with phasing, so you can always push to phase away to where you can regen in peace.
And he's not good at anything else, so he would have to be in the Regen article.
It does matter whether Regen is a feature or a bonus. Thanos, Annihilus, Ganthet, with their 2 clicks of regen, have it as a bonus.
Stardust is so much about the Senses. Mystic Doom has a full dial of Psychic Blast.
Great suggestions all, but when I start culling the nominees for a reasonable-length list, they get tossed.
Yes he does. But 3 clicks of regeneration mixed with feedback damage mixed with damage reduction mixed with not taking pushing damage is a truly lethal combination that makes Doom a great candidate for the list, in my opinion.

Regardless of all else though, a great article as always Saturnflight. I also loved that you included Apocalypse. One of my favorite all time figures made that much more lethal by his awesome modified regeneration.
