Since the sculpt is (apparently) Owlman choking someone, it probably is a new CSA Owlman, but it could also be Roy Raymond Jr. with the Outsiders TA.

I'm just putting the possibility out there. I think it's most likely that he is CSA, since this is the 75th anniversary set and the CSA has been around for quite some time. But, as someone who has made an Alfred's Outsiders team that worked great with the old Owlman, a new one with the Outsiders keyword and TA would be even better. Heck, we may get both, what with all the repainted sculpts we've been getting.
