The bolded portion of W.I.T.'s post (post #6) tells you why this cannot be done.
I agree with this when it refers to powers like charge, hss because it says they may make an attack as a free action, but bat and cat say after movement. So you are making a move action first and completing your move action then making the attack.
So can they use outwit after the move action and then the duo attack, and if not why not. They move and move is complete they outwit and then duo attack. By the wording it seems that they can do it this way.
The power says "after the movement is complete" not "after the move action resolves".
That means the move action is still on-going and the only thing that can happen is whatever it takes to actually resolve said action. In this case, that is giving the duo a free action to attack as is described in the power. Outwit, or other free actions, is not part of the special power description occuring after the movement, so they can not be done.
