Given that Flurry is declared first, can he move adjacent to another target to make the second attack after the first has been made?
Not sure what you mean by Flurry is declared first, but if he is given a close combat action to use Flurry he can move via Lunge, attack, move via Lunge again, attack again.

Sorry. I meant to say that a close combat action needed to be declared to use Flurry, not the actual power (Flurry).
This opens up an interesting strategy using Cannonball, Lunge, and Vault:
*Fandral occupies a square of elevated terrain, near to the edge.
1. Fandral is given a close combat action to use Flurry.
2. Fandral moves 2 squares and performs his first attack.
3. Fandral moves another 2 squares, moving from elevated to non-elevated terrain.
4. Fandral performs his second attack.
5. After the close combat action resolves, Fandral repositions himself.

If he's using Flurry, he has definitely NOT been given a move action. And if he hasn't been given a move action, he can't use L/C to move between elevations.

I think you missed that it was being done using Cannonball.
From the Player's Guide:
Quote
Choose a character. When the character is on elevated terrain, it can move to grounded terrain without using a ladder or stairs. When the character is knocked back off of elevated terrain, it ignores knock back damage.
Cannonball doesn't require a specific type of action to activate, it just requires the character to move. When Fandral is using Lunge, he is moving. So Cannonball should allow it.
Just looked at Green Scar with this card. Smash - Green Scar can use Leap/Climb. Give Green Scar a power action; move him up to his speed value, and then give him one close combat action as a free action.
This changes his movement from 7,8,9,9 to 9,10,11,11 where he could move and attack. Some people when they are positioning, forget your cards, so look at just the dial movement. This could allow you to deal a devastating shot to a key figure on their team
With the new players guide on Quake, does it change if it will work?
Quote
Quake
Give this character a close combat action; until the attack
has been resolved, this character’s damage value is locked at
2 if it is greater than 2. Make a close combat attack that
targets all opposing characters this character can attack with a
close combat attack.Make a single attack roll and compare
the result to the defense values of all opposing adjacent
characters. Each character that takes damage from this
attack is knocked back.
To be clear, are you saying that Rampaging Hulk using Squash can be given a move action, move his full movement and then use Quake to affect characters on a different elevation?

Oh. No. I misunderstood, I think.
Normal Quake can now be used on different elevations. This Quake still fails to be a close combat action, so L/C never enters into it.
