EE splash will apply to any character adjacent to the target of the attack and hit by the EE whether that character is friendly or opposing to the attacker.

Yup.
In fact, if you have a character with EE (like the Comedian from the Watchmen set) and use that character's EE against an adjacent target, you could wind up hurting the character with its own EE if you roll high enough.
And, for the record, the "now" in your question makes it sound to me like you think this is a new thing... it is not. EE has damage everyone it hits (friend and foe alike) for as long as I can remember.
Someone before me mentioned Dr. Doom and enhancement. I know enhancement does not affect normal EE, but FF Starter Doom's SP...
Kneel Before Doom!: Dr. Doom can use Energy Explosion, but deals damage equal to his damage value to the target of the attack. Characters adjacent to the target are dealt damage normally.
Aren't you able to use Enhancement in this case because he deals damage equal to his damage value, and if he's enhanced his damage up to say 4, then he deals 4 damage to his TARGET and then everyone else that it hits, receives the 1 damage as normal. If he uses his double target with this SP and hits 2 characters, he can divide that damage up among them, so let's say 2 damage to each target, then, since they were hit, they would each receive +1 damage for the splash, so a possible 3 damage to both of those characters.

Not quite.
First, you aren't using the correct wording for that power. From the PG:
Kneel Before Doom!: Dr. Doom can use Energy Explosion, but if he hits, he instead deals damage equal to his damage value to each hit target of the attack. Characters adjacent to the target are dealt damage normally.
Second, since the power specifically says that he deals damage equal to his damage value instead of dealing damage normally with EE, that means that A) it doesn't matter how many times a character is hit (since he deals his damage value instead of normal EE damage) and B) you don't need to divide up his damage value (each target hit is dealt damage equal to his damage value).
So, yeah, you could use Enhancement or Perplex with Kneel Before Doom. But you would get no extra damage from the splash (that +1 you mentioned before). Instead, every single character hit with Doom's EE would be dealt 3 (or whatever his damage value happens to do) and 3 damage only (barring critical hits, of course).

Sorry I copied/pasted the text from the Units sections lol so if Dr. Doom targets two characters with this SP using EE, they are dealt damage equal to his value. So if his value is modified to 4, BOTH of those targets receive 4 damage?
Also, I thought "are dealt damage normally" meant they will receive Energy Explosion damage as they would if he used EE normally. So if there are 2 characters adjacent to his two targets, I thought they would only receive the "splash" damage from EE "normally".
Are you saying, if the attack values hit them as well, that they are dealt damage as if he just attacked them with a ranged attack? So a group of 4 characters are hit with this attack (two of them are targeted and two "splashed") all four would receive damage equal to his value, whatever that may be??

No offense to Typhon or the other guys who work so hard to maintain this site, but I highly recommend that you not do that. The unit section is chock full of errors; always refer to either the character card or (better yet, in case of errata and clarifications) the PG.
The units section is a great resource for team building and the like. It does not really work well for a dissection of the rules.

This is also right. Damage would be dealt normally IF THE ARE NOT TARGETS OF THIS POWER.
That's what I was trying to say above and I guess I didn't communicate it as effectively as I could have. Here's a clarification from the PG; that might explain it a bit better:
When using Kneel Before Doom!, each character targeted by Doom that is hit would only be dealt his damage value – no additional damage for adjacency would be dealt to the targets.

No. The two characters that are the target of EE would be dealt damage equal to his damage value (and that damage only). Characters that are not targets, and only hit with the "splash" would be dealt damage normally.
Yeah lol thanks. I just copied/pasted from there quickly, I checked out his card and the PG after posting lol took me a while to find it in the PG cause I only have it on my computer and it's quite lengthy lol
I see what you mean by the "normally" for EE now. The one thing I have been doing wrong though is dividing his total damage among the double targets instead of giving them damage equal to his value lol thanks for the help!
