For Outwit this makes sense, but what about for assigning and using Feats? If he can USE Shape Change due to the Skrulls TA, he doesn't HAVE Shape Change until his last click. So would the Camoflage Feat work all the way down his dial because he can USE Shape Change, or would it only work on his last click, because that's where he HAS Shape Change?
Characters only need to be able to use a power in order to qualify for a feat.

Ok, great. So since The Skrulls TA allows the USE of the Shape Change power, they would qualify for the Camoflage Feat all the way down the dial. Which means that Jarvis would have 2 Shape Change rolls on the last click of his dial (even though the TA roll would require a 6, not just a 5 or 6).

Note that the active player is the one who determines the order of these rolls.
It's really a natural thing to say "I'm going to roll my Skrull first, then my Shape Change." (Or vice versa, depending on your outlook.) Unfortunately, it should be "I have Skrull and Shape Change. Which one do you want me to roll first?"
It's not a biggie, but some people are very superstitious about their rolls. You can really mess with someone's head here.
"I'm going to roll Skrull first."
"Nah, roll he Shape Change first."
"But..."
"It's my choice."
Nothing is more satisfying than when you tell someone to switch his roll and he gets the 5 on Skrulls where he'd have been rolling Shape Change.
(Of course, the dice gods will get you back eventually, but it's soooo worth it.)
