Where can we find the rules for Col figs?

Depends what you mean. The GSX Colossals only have one rule -- Colossal Size. You can find Colossal Size in the Player's Guide. If you mean the older colossal characters, they all had their own rules sheets. Other than the Anti-Monitor: Sinestro Corps you can find all the others in the Units section.

Just to expand a little bit, all of the GSX colossals do have special powers and/or traits as well, but those can be found on their character cards just like with any other character.
