This bugs me to no end. Characters get cards now that literally spell out why a character has a specific power. People who complained about this are not only nitpicking simply to nitpick, but are also apparently either illiterate or, more egregiously, willfully ignorant.
chrisgo316 and I had a similar situation arise a few months ago dealing with Repulsor Shield and the part of Darkseid's Omega Beams power that allows his damage to become penetrating. It was ruled that RS blocked Psychic Blast but not ALL penetrating damage.

That was the correct ruling.
It's why Darkseid is a very good figure against many of the scenario colossals.
He's incredibly good against the first Dr. Manhattan who MUST use whatever powers he has showing. I was playing against Dr. M at the middle level. The only one Dr. M could target for retaliation was Darkseid. Darkseid had Invulnerable. Dr. M had Energy Explosion and 7 damage. Even though the only figure Dr. M could target was Darkseid, he was forced to use EE to deal 2 fully reducible damage instead of his regular 7.
It was easier when the power was just called Psychic Blast

Oh, yeah. I recall the foot-stamping from some when Bullseye received it.
During a recent DC tournament at my local venue, a few daring players decided to blur the lines between the universes, and it was the X-men vs the Green Lantern Corps!
During one skirmish Deadshot found himself pitted against the unstoppable Juggernaut. Deadshot hit with his special power:
TIME TO SET-UP THE SHOT: If he has no action tokens and occupies hindering terrain, Deadshot can use RCE and deals penetrating damage with that attack.
and everything stopped. The player controlling Juggy said that the move was illegal due to Juggernaut's power:
MYSTICAL HELMET: At the beginning of the game, place a helmet token on this card. While that token is on this card, Juggernaut modifies his defense by +1 and can't be targeted by Incapacitate, Mind Control, and Penetrating/Psychic Blast. When Juggernaut takes 3 damage from a single attack, remove the token.
but I figured that since there is no mention of psyblast in the power that the attack would have counted. We called in the Judge, who was equally confused. In the name of expediencey he ruled in favor of Juggy, but I'm left with some questions. Since psyblast is not mentioned, would Juggy still be dealt four penetrating damage?
Dude totally deadshot should of been kicking juggy's arse. Even though i freakin love juggs.....hehe I would agree with you since it clearly says that it deals penetrating damage. even pyro would work against him. YOU were in the right.

I'm still wondering why P/PB was so confusing it warranted a name change, but Quake remains simply Quake.
Not totally true.
PG: "A character which ignores a game effect may still be targeted with that game effect. Any special attributes of that effect will be ignored. For example, a character with the Repulsor Shield feat that is hit with an attack using Ranged Combat Expert would not ignore the attack, it would ignore the +2 damage dealt provided by the Ranged Combat Expert power."
Repulsor Shield also ignores Penetrating/Psychic Blast. I can still target someone with P/PB if he has Repulsor Shield. The damage just isn't penetrating.
It is still penetrating though. You are just ignoring it.
Kind of like if you ignored a guy who was screaming at you on the street corner, he is still screaming at you

Technically isn't the hulk a Hostess Pie Character... after nothing satisfies the Hulk hunger like a Hostess Fruit Pie.

Many of the various flag ship characters have been in the Hostess ads, yes. But we have never actually had a character that battled his opponent's by feeding them tender, flaky crust or golden sponge cake.
