Better check that FAQ again. Range can indeed be Perplexed.

The best thing to do is perplex the damage of OWAW Superman. Boost it up to 4 that way he can run pick up a heavy object go into close combate and deliver 6 clicks of damage and then run away with a big fat coolade smile on his face.
Range can indeed be perplexed up. You may Perplex up any printed value on the combat dial, which would include range, as the dial is looked at as a whole, not just the S,AV,DF,& DM values. So, yes, as evil as it is, a figure with a range attack value of 0 CAN have that Perplexed up.
Now this is where I am confused, I always thought if a guy has a range of six he can make a range attack on someone as long as there is 6 squares between the shooter and the target: Ex- ShooterXXXXXXTarget. When I attempted this at a tournament I was told this was wrong and the target had to be on the 6th square: Ex- ShooterXXXXXTarget.
Can someone clarify this for me and tell me if I was right or the judge was because then I could understand y you would perplex a range from 0 to 1.
HappyJetPack, VerdDogg, it sound like you don't quite understand how range works.
From the rules: "If the attacker has a clear line of fire, then count the shortest route to the target in squares using the imaginary line as a guide. Do not count the square the attacker is standing in for determining range. "
So:
A = model A
B = model B
x = intervening square
AB: models in base-to-base. Range=1.
AxB: Range =2.
AxxB: Range=3.
A model with a Range of 0 cannot make a ranged attack of any kind. A model with a Range of 1 may make a Ranged Attack only against an adjacent model (at least one of the two models would have to be hovering, but that's a different rule). A model with a range of 2 may make a ranged attack against a model up to two squaresd away.
