what is the ruling on soaring as it is right now? When a soaring character is shooting at a grounded, do they half their range and vice versa? Can a soaring character even shoot at a grounded figure?

Nope.
Ruling is : Soaring Characters may only affect other soaring characters.
So in short, you cant have a soaring Iron Man blast Mandarin who is hovering below. Sounds dumb I know, but hey, thats the rule.
If a grounded figure has a ranged attack, he reduces his range to half to attack the soaring figure.
This also applies to outwit, perplex and probability control as well. Range is reduced by half against the soaring figure.
The rule that bothers me the most is that you can still make a ranged attack against a HOVERING character when B2B... You're right in front of the guy! This makes basing someone like Bullseye pointless with a hovering character.
I have willpower and CCE. I don't see using them as using them together. I push myself and don't get hurt. Then I attack with CCE. But apparently I read them wrong. Oh well.

It's the fundamental strategy in the game, but to be honest I hate taxiing in general -- it dominates everything (as it obviously would) and besides the fact that many characters are never flown about in the middle of a fight (Kang or Doomsday being carted about by Vulture or the likes -- right) which can be excused since it's a game and not the comics, it's the main reason why most Heroclix matches play out almost entirely the same way every time. My friends and I have on occassion played without using flying characters as taxis and the result has been some of out most enjoyable gaming experiences.
These kinds of things are why everyone should form a gaming group and develop their own house rules.
Okay, so you can't pick up a character with Battle Fury. Need the answer? Use a character with Telekenisis to just throw them into battle. It's kinda fun using a Mandroid Armor to throw Spiral at someone.
My most hated ruling is: Barrier not being able to be used for free as a move action by charcters with the Avengers, Brotherhood and JLA abilities(move for free). If this was so characters like Avalanche would rock the HIS-HOUSE

Ithink that would make barrier worse than if already is now. So then you dont need LOS, and it doesnt cost you an action to build one. Something's gotta give on that one. Either point cost or actions.
Besides, the free move ability is simply meant for a figure to change his position on the map without costing an action. Barrier falls into the grey area of "Give this character a move action but do not move him."
Argument 1: Barrier is a move action, and Avalanche is brotherhood, so it should be free.
Argument 2: How can you consider barrier a free move via a team ability when the barrier states Move action but DO NOT MOVE HIM. To get the free move ability to work, you have to move. At least that is how the ability was meant to work, because I dont see mass barrier builders in the Avengers or JLA.
Barriers need to fall under a different action category other than MOVE. They arent ranged combat, and they arent close combat, and they do not move to use them. They need a simple ranged action for barrier to fall under.
Well of course, I totally agree. But it is a move action and I would love to put up a Barrier and not waist an action to do it. Maybe it should be free? Well its no perplex or Outwit but if it were free it would make for a pretty #### good skill. This is all Im saying and I totally agree Stinger that it should fall under a different catigory.
I also think Battle Fury SHOULD NOT have the: cannot make a ranged attack. This kills alot of what BF could be. HULK, JUGS, DOOMSDAY, they should all have it but all use items and throw them or crush there enemies with them. If BF remains the way it is, it should reduce the cost of the figure who has it by 1 point per click they have it. Its a weekness not a benefit.

hmmm, you didn't play all ranged figs ?
without taxieing ranged figs would rule supreme, IF you don't believe me look at Mageknight !
taxies can be used by everybody, so it's NOT game altering and all figs can participate in the battle.
without them ranged figs will ALWAYS have first strike on melee figs (adding to the fact that they CAN be shot when b2b).
making almost all melee useless.
don't get me wrong there are ways around this, but range makes everything so much easier, Why NOT use it ?
you will quickly see it will turn into a stalemate match where ALL people do nothing but wait until time runs out.

The final stair is elevated, but all the others are grounded, as per the rulebook. Therefore, the Judge was correct that close combat cannot be made between those two stairs.

Lets say electra is hiding behind a statue. Then daredevil stands next to electra in plain veiw. then boomerang chucks a bunch of expoding boomerangs at daredevil. If they explode next to daredevil, the explosion will also connect with electra, even though boomerrang didnt even know she was there.
I didn't explain myself well. I meant: also address the reasoning why they have ruled that EE *does not* affect Stealthed figures. I agree with your reasoning. In that case Elektra shouldn't be able to be targeted with EE, but she should still be affected by Daredevil's splash damage (if any).
