If Cyborg Superman is full health, can he use this ability?
If a character is full health, the character can't be healed. Therefore, if he can't be healed, he can't use the power to remove an object from the game?
Yes, the power requires him to remove an object from the game to activate, not healing. If he does this on his first click, he would not activate any power that activates on healing, since he did not actually heal.

After reading the power "Total Machine Control" I've come to the conclusion of, Cyborg Superman doesn't get to use Telekinesis as a free action. Here's why.
"Give Cyborg Superman a free action to use Telekinesis," the wording seems backwards, because it doesn't state, Cyborg Superman can use Telekinesis as a free action. It seems the free action in the power TMC is the ability to use Telekinesis, the power Telekinesis itself is a power action, as it states, "Give this character a power action."
Yes / No?
DC Superman set is the, "That was Easy Button" of Heroclix.
however, I assume they would have just stated, "Cyborg Superman can use Telekinesis, but only option two," if they didn't mean for it to be a free action

They mean exactly the same thing. Give (this character) a (type) action is actually the more standard method. Just look at how the descriptions are written on the powers and abilities card.

Yes, I agree. I was trying to figure out if it turned out to be a double power action in one round. However, after I thought about it and with your conformation, the wording means the same thing.
