This is only because figure A would have Hypersonic Speed AND Flying....
Therefore, he would be able to move through squares adjacent to opposing characters (as per ypersonic Speed) and
may move through opposing characters (as per Hovering).
So just so we're clear, a plain ol' hovering fig may move through opposing ones, but still must stop when adjacent. However, if the figure also has Phasing or HSS, they may ignore the enemy completely and keep going.
Or to put it another way: If a grounded figure is adjacent to an enemy and breaks away, he cannot move directly through them, only around them; but if a flyer breaks away he may move straight through them.
Is that right?

It's specifically not referring to the indoor maps, though that's not really apparent until later. It's much more a reference to outdoor Barrier squares and the like.
