So it would have been much clearer if the power said:
Hulk: Hulk ignores all damage dealt to him unless it is dealt by an attack and the attack roll is doubles, but not a critical miss or is Unavoidable damage.
Ignore all damage is so 'concrete' in wording it doesn't make 'logical' sense that there is an exception - which is why this will always be a question.
Visible Dials and Pushing Damage need to be optional. This is the way.

IDK, I think "Unavoidable Damage is damage dealt that can't be [...] ignored" is equally concrete.
You're right that explicitly saying that he can't ignore unavoidable would be clearer (and probably for the best), but it would also be redundant, which bothers a whole other set of people.
There's a gazillion reminders that are *IN* the rules that would be found to be extremely useful to have around. It has two problems:
1) people think that "reminder" is special to JUST that case, and don't know to use it all the time.
2) it takes up a lot of space and effort.
The Magic designers had numerous discussions about this very thing, every time there was any significant change, or when a new element was introduced 9which was just about every major set). How much reminding do you do, and at what point do you just hope enough people know the d@mn rules well enough that it doesnt cause a revolt when something either is/is not "reminded" or explained, as either has just as much chance to irritate signicant portions of the collcetors/players/fanbase.

The difference I see is with Hulk's SP its on the card, in the game, in the moment, and says the definitive "ignores all damage dealt to him unless..."
I agree the unavoidable damage is clear - but its in the rulebook rather than in front of player's faces and I think this kind of wording ignores the more casual side of HeroClix which dominates the game.
Players with a mind for the rules or are constantly combing over this forum will have no problem with recalling the rulebook when they read a power that says "ignores all damage unless..." but WK has made an effort to reach out to new players of who those kinds of "rulings" can certainly frustrate.

Each one of those 20-30 people are going to ask that one time, though. You want to condemn the deputies to post that answer 20-30 times each.

Of course, Magic has a solution to this problem, also used by every other collectible game I have ever played: Printing the reminder text so it stands out from the rules text. An italicized parenthetical "(Unavoidable damage cannot be ignored.) would go a long way to warning people to watch out for this issue.
