I didn't imagine it would, but thought it might add a wrinkle. Although that being said, I would have to disagree with your example. The only thing that the different character is doing is activate a blocked effect. But it's still the same single character making the relic roll, and making the attack roll in your example.
But repeating an action is not the same as re-rolling. Re-rolling implies that there was an original roll for that action that you are replacing with the new roll.
When you make a second attack, it isn't like the first attack suddenly hit - it's a new attack and the first attack still missed (which matters for things like the CTD Doom's special defense power.)

I do get it, and like I said, it makes no bearing on the whether it's a reroll. I was just commenting that Vlad's example had a second character making an attack, which is differnt from a single character making an attack and then being enabled to make the same attack again.

No, actually his example was that a power preventing re-rolling an attack made on UltraGuy wouldn't prevent SuperDude from attacking him two separate times.

"Per mind controller" refers to characters, not players. So if you're playing a team with Airstrike Ross, and I'm playing, say, 3x Maxwell Lord, I could potentially drop a total of three airstrikes during the match - once for each Max Lord.

Just to be clear, the "per controller" clause applies to per figure with Mind Control, not per player. The use of "opponent" makes this unclear above.
Would this be a "source" issue? For instance, the Mandarin has Mind Control at the start of his dial, then gains a special power that gives him access to several special powers, including Mind Control. I know for Outwit, this kind of situation has been ruled a separate source.
Would Mandarin get to use a Once Per Game power once per source of his Mind Control, or would it be once for one Mandarin? From reading the Player's Guide, it's all phrased in terms of per controller, but I wasn't sure about the underlying logic.

I can't help but think that despite multiple sources, both sources of Mind Control originate with a single Mind Controler, which I would imagine made all the difference. But cool question nevertheless!
