In the PG it says that the square you target doesn't even have to contain a character:
The initial square chosen does not have to contain a character, nor is there anything restricting it to being clear or hindering terrain.
I meant the ruling that specifically says that the ranged attack against the adjacent characters doesn't require line of fire.
Also, if the Player's Guide is the location of these rulings, who exactly does the ruling? Is it Wizkids/NECA, a forum, or some other source such as a white council of judges?

Because the grenade text tells you to make a ranged combat attack targeting those characters. Normally you would have to draw LoF to target those characters, but the grenade rules supercede that.

The Player's Guide can be found from the downloads section at www.heroclix.com and it is an official document published by WizKids.

The PG is written by the Rules Arbitrator, an individual designated by Wizkids and with access to the game designers for their input on intent. It's an official WizKids document, but written by volunteers.
