The answer is in the rulebook, page 5: "Modifiers apply to a character for as long as that character meets the modifier’s requirements, and are added up when needed to determine a combat value."

It's only going to work for one attack.

so what is the anwser here? does each charter get two tokens on there ATA card, for a total of four tokens?
