those examples are unlikely curcimstanses, so i think it shoul be changed to a free action when used with a close combat attack
I too was going to scoff at this comment until I realized that after 10 years of playing clix I have used, as far as I can recall, Force Blast a total of...once. Recently too...used WL Wonder Woman to FB M Hulk away from Darkseid.

Don't think I saw this one, but it's also good for breaking up share-defense chains which is especially useful for my terrible rolls. I learned to love Force Blast back when R Invisible Girl was showing up on too many of my opponent's teams.
One aspect to keep in mind is that sometimes just having certain powers on the board can help you win, even if you never actually use them, because they allow you to partially control your opponent's strategy.
Energy Explosion is another good example of this. I may never get to use it but unless my opponent is oblivious, it forces them to be more cautious about placing friendly pieces adjacent to each other. Every layer of complexity you add to your opponent's strategy makes the game more difficult for them which increases your advantage.
While I would say that FB should be free, on the figures that it is a free action, the ability is crazy good. I loved (and still do) love it on Kid flash and Wally West. Controlling where you opponents figures are can be crucial.
Back in the day, it used to be my favorite way of dealing with high-defenses-but-no-damage-reducers figures. Can't hit KC Flash's natural 20 Defense? You don't have to! TK a Force Blaster into adjacency, Force Blast him into a wall, and he's off that 20-Defense-with-Outwit first click.
Same with the original chase, CT Nightcrawler -- I don't care if you have Super Senses, FB is automatic! (I once KO'd a Nightcrawler using FB, Incap, and one close combat attack at the end of his dial.)
TurboCretin also covered the other positioning use -- tired of your opponent's Sinister Syndicates all having a 12 Attack from FF Vet Iron Fist? FB Iron Fist away, and suddenly the SinSyn is dealing with 9 Attacks.
It is one of those powers around which you probably won't build a team, but having it when you need it is a whole lot nicer than not having it when you wish you did.

You have not played anyone who built a Barrier/Force Blast team then. But now that I think about, I could rebuild the team to be Theme, take out some of the barrier pieces and use TK and Bizzaro Map.

guess it could have some use "IF" the situation is exactly right. Lot of other powers I'd rather have instead.
As far as I can tell, it's not a pricey power, so for the cost it's not like the figure lost out on a better power. And in general with traits and special powers, a lot of characters who could have other abilities besides Force Blast can get them.

It's a fairly uncommon power. It's one of those that might show up on one figure in a whole set. Sure enough, Superboy was the only one with it in "Superman." Unless there's one I missed who has it via SP.
