One thing - the square where you've got Bill is brown bordered, so that's blocking terrain. You could make him in O16 for the same effect. That OK?

Why the planes are elevated and the helicopters are blocking I don't know. Maybe the rotors are going on the helicoppters.

O16 is fine for Bill.

Fury on Infiltrator. Skrull, Shape Change and Entangle. 2, 3, 6 respectively. AV10 on DV16. Gets 9. 3 to the Infiltrator.

Well, I don't need to bring in anyone major to finish the Infiltrator. A Field Agent will do. Version A. Polaris TKs him to J9.

He doesn't need the SHape CHange roll anymore but Skrull and Entangle yes. Gets 5 and 2. Per Entangle, he can't do anything else, but he doesn't take a token for it either.

"Use your brain, Mihalski. That ain't Murphy," Nick Fury said, moving fast and putting the ersatz Agent Murphy in a headlock, grabbing his wrist with one and bringing it up to show the knife that the Skrull agent was about to use.

"You may have discovered me, but that doesn't mean you can hold me," the Skrull said, shape shifting into the form of a slimy amphibian creature that Fury couldn't keep a hold of.

"Out of the way, Colonel. I've got this," another agent moved in. But the Skrull slipped out of his grasp as well.

"Oh yeah. You've got it, all right," Fury scowled.

While Beta Ray Bill could get something to do, he's blocked. Since I don't want to push anyone I'll pass.
