Iceman doesn't have "psychic blocks"...that implys (to me) that they were put there by someone... He has always been afraid of just cutting loose, so, during "Legion Quest" that "mental Barrier" (slight word change but, to me, they are totaly different) was removed and he was able to freeze Legion (alot of good it ended up doing)...now AOA Iceman is a different story, and with bobby's "secondary mutation", we might be heading in that direction

Dark Phoenix is a worldwide threat, (phoenix doesnt' have the raw power in my opinion)

Jubilee is potentially one of the most powerfull mutants as she developed her powers younger than most. (13-14 yrs old i think) If we were to flash forward to her being around 35-40 (around how old mags is when he is portrayed at "peak level" then we might see some major damage)

I think that Sienna Blaze is the single most deadly Mutant to the planet Earth, everytime she uses her powers, she does severe damage to the earth

Prof X (with major help via Cerebra) could wipeout human life on earth, but thats about it.

Rictor or Avalanche would cause major damage with their earthquake type powers. Might even be able to crack the earth.

Most energy producing mutants would probally be able to destroy the earth or at least come close. If they were to completely cut loose.

Ok, first off, with Storm....she doesnt create weather, she borrows it from other areas (unlike thor, who does create the weather). The balance of the worlds weather patterns wouldnt let her destroy everything at once.

Secondly, I dont think you can consider Dark Beast, Apocalypse, or Sinister Omega mutants just because they can develop a virus.....any super genius can do that, its not the manifestation of their powers thats allows them to create the virus, its years of study of molecular chemistry and such.

Right now I think Magneto or Xavier are the closest in terms of power level needed to do anything like this...just my $0.02

Don't underestimate Jubilee, at her peak level, she could stand in the middle of Central Park, snap her fingers and kill half of New York with instant anurisims.
