Did you not ask the owner if he thought anything fishy was up? He was in the store when you opened them, correct? I know you couldn't do anything about the cards being funny if you didn't open the plastic but you did pull some trash when he said nothing major had been pulled the night before. I would have said something like, 'Hey I thought you said no SRs or Chases were pulled?'. I don't think there is anything you can/should do about it now.
"Your love of the halfings' leaf has clearly slowed your mind."
I don't think you were scammed, I think you were just misinformed.
I think necrodog sums it up perfectly here.
I think you are reading waaaayyy too much into the conspiracy concept and not nearly enough in the actual facts you presented to us here:
Fact 1: The clerk asked you to open the packs in the store: assuming he didn't know you, he was just as excited about seeing what was in those boosters as you were; ergo he was obviously thinking there were some SRs or a Chase forthcoming.
Fact 2: The clerk, as I interpret, did not know you personally. This makes the "Haha, I'm going to load the dump boosters on this poor soul" very unlikely due to the premise that you could be a prospective future customer.
Fact 3: As others have said, the cards in the Chaos War packing have had random cards turned backwards. This is a known oddity that occurs in packs with SRs or none.
I would simmer down and just grieve your bad luck for this one instance and then buy yourself a few more boosters as a coping reward.

I bought a booster yesterday and pulled Mr. Sinister. Two of the character cards were facing the wrong way. I doubt the cards facing a certain way means a scam.
I've had lots of boosters where the cards were packaged facing different directions. They don't always come facing the same direction, so that's perfectly normal and is not a sign of tampered boosters.
I have had 6 boosters in a brick not have a SR or chase. Plus the brick was sealed from a sealed case...
There are a lot of people who don't know everything about clix and don't know all of the SRs or chases you can pull. I will add that it is disappointing that you did not pull anything from the 5 boosters, but you wanted to buy them. IT is no one's fault but your own.
At an old job I sold lottery tickets. There would be people who bought a lot of scratch-off tickets. One time a person spent a bunch of money on the $1 tickets and didn't win anything. Another customer saw them buy the losing tickets and leave the store. That other customer bought between 2-4 tickets and won $1.
Same situation, you took the risk and it didn't go the way you wanted it to.
To end the story People came and went buying those tickets over the course of the night. Some scratched the ticket there some took them home. Close to the end of the night when we were about to close I bought a few of those scratch-offs with some tips that I made. I won $100.

I'll put it this way, what kind of players would buy half a brick, not pull a chase, and then not buy the remaining boosters?
THIS.
On the other hand, if they got good pulls on half a brick, they'd be very likely to leave the rest for you.
Morale of the story -- don't buy loose packs. At all. (I'm sure someone will regale me with a story of how one time they got good pulls on loose packs. But, as a rule, it's not a good idea.)
Sealed bricks, singles and CUR sets are likely to be a much better value, IMO.

I have a story...
Yeah loose packs are a gamble. Always will be. If you accept that going in, then buy all the loose packs you want
Our judge has the magic chaos war picking power.
Buys 1 booster... Dr. Dang
Buys 2 boosters... Dr. Dang, Lockjaw and Hairball
Buys 1 booster... Avengers Prime
Buys 1 booster... Avengers Prime
These were all on different days that he does this. I also have no idea how many times he's gone in and bought just 1 and it had nothing.
I realize you can sort of 'feel' for things like Avengers Prime.
We asked him to pick out 2 boosters for us, using his magical powers.
first booster had nothing... second booster had ant-man and wasp...
The guy may have assumed someone announces a chase. I have screwed up before. In sealed there was 4 boosters from a fresh case left. Asked if anyone pulled a chase. Resounding no. Asked if anyone wanted to go in on leftovers and throw them up for prize support.Everyone was afraid it would be Mr. F. I gambled. Sure enough no chase. I proceed to check with fellow players one on one.Sure enough new guy had Doom and had no idea he was a chase. Dion't even see silver base. He also pulled Thanos and immediate chose to play him closing boxes.
My cousin I call "Lucky" has same power. Only plays sealed she has pulled BL Sal, Cosmic Spiderman, 2xsigned Nightcrawler, Groom, chase Darkseid Superman, and Magneto. Some of these Sr grabbed when other asked her too. Unfortunately since her dad died she has't been able to play. Her collection is great for 15 year girl.

Some of my cards were facing different directions, sounds like a case of bad luck to me

I got 4 boosters of DC75 for myself and 3 friends for a fun sealed, we pulled Wonder Twins, SR Hal Jordan, WL Superboy and SR Beast Boy.
i watched a guy open a Captain America booster, that came from a sealed (still cellophaned brick) where not one card was right. Neither the figs or the cards were all that great, just a bad packing job.
the thing is, you've said this, and now that venue will have a bad rap here...
Contrary to popular belief, I do know what I'm doing
