Acxtually despite the name Arkham was really NOT a Batman themed set but really more a Dc Villaisn set as we also got Suicde Squad, Flash rogues and even LOSH foes

Say the secret word and win a clix. It's an uncommon clix......................
Ok, really? I'm all for making characters that have never been made before but this is really scrapping the bottom of the barrel. They make this but there are still plenty of DC figures unmade like, oh, IDK, Negative Man, Sand, Zatara, Lightray, etc. Granted, not in the Batman theme but as I recall Arkham Asylum gave us White Martians, Human Bomb, Yellow Lanterns, Supes Prime.

Love that they clixed him, and nice dial -except for the trait. They should just have given him a range of four. No way do "throwing knives" do penetrating damage with three targets. Unless maybe you're talking about Bullseye. Maybe.

El Gaucho is a recurring character in the years-long Grant Morrison run on Batman/Batman&Robin/Batman Inc. That run has been a very consistent money maker for DC comics with thousands and thousands of people reading and enjoying those comics. It has been a popular and a critical success.
I don't know how you could really equate clixing important characters from that run to scraping the bottom of the barrel.
I'd think scraping the bottom of the barrel would be making clix of characters from comics that didn't sell well, are long forgotten, or are from stories that are considered universally bad. I can imagine wanting clix of characters from stories that fall in these categories, mind you, but I think there's a difference between those characters and characters from a best-selling comic run.
