what happend if i hit some friend of batman in my range of PW and batman is in that range too...i hit both??
Assuming Batman hasn't taken damage this turn, no. Characters aren't attacked with PW unless you can draw LOF to them. At the time you are trying to draw LOF with PW, Batman can't have LOF drawn to him.
So, if my character is adjacent to an opposing Batman, can they still pulse wave a character in range, effectively "shooting out of base contact"?
Pulse Wave
Give this character a ranged combat action; it can use IT [hindering], [characters], OO> and halves its range value until the action has been resolved. Draw lines of fire to all characters within range in every direction, including at least one opposing character. All game effects possessed or used by other characters with a line of fire drawn to them are ignored until the action has been resolved. If ignoring a game effect would cause a character with a line of fire drawn to it to no longer have a line of fire drawn to it, then it is not ignored. If lines of fire can be drawn to two or more characters, this character's damage value becomes 1 and is locked. Make a single ranged combat attack and compare the attack total to the defense value of all other characters with a line of fire drawn to it; each character hit is dealt damage.

You could do it regardless of having your lof blocked to batman. If you had 2 figures in range, one of which batman, the lof to him would be blocked and you would get a full damage single target pulse wave on the other figure regardless of batman being in range.
