But again, Nightmare's power happens at the beginning of the game, while Outsiders won't allow it to happen until your next turn. It already happened so that shouldn't cancel it out
It's basically that all modifiers on the Outsidered target are ignored. This, of course, only lasts as long as the target is Outsidered. So at the start of your next turn, when the Outsiders effect ends, the attack would again be at -1.
yeah i don't know why i said power i only meant to say action as to indicate timing. i didn't realize at the time that outsiders ta doesn't care about time.

No modifiers care about time. Modifiers only do their thing when that value is called upon in some way. That's why the rule of Replace, then Modifiy works the way it does.

True, but not (I think) what jtallday is referring to. He's talking about the timing of Outsiders (or other effects that would prevent modifiers) and the application of the modifiers, specifically that the preventative being applied will cancel any already applied modifier as well as prevent new ones.
I can explain it to you, but I can't understand it for you.

And that is the point I was making, there is no such thing as a modifier applied before the game. The -1 only gets applied to the AV when the figure makes an attack.
For instance, if you use Batman Enemies to swap attack values, the -1 applies after the replacement is made, even though that -1 had existed before the TA was used in-game.
