It's a nice way to protect your Barrier/Smoke maker or Outwitter/Perplexer.
You can counter a power and then hop in a vehicle to keep that power countered (so they don't blast you or Outwit your Outwit).
The best and most irritating use of these rules is to give an Arkham Guard the Utility Belt, set it to +2 with Outwit, pull up in a piloted Invisible Jet, trigger Purple Ray on the guard, use Outwit, capture an opposing figure, eject the pilot, and finally make the guard a pilot. Now they have to bust through the Jet to get at the guard and the guard get's to stay on the same belt click to do it all over with for the next capture a few turns down the road.

Yeah, not busted but really good. I know I'll be trying to work into my next several NML events just so I can continually use +2/Flurry. And now time for me to start my own thread to get some things clarified regarding all these shenanigans.
