I think it still works. It's just that each character's minimums and maximums are different, based on their range.
But there is no maximum now, since it's based on range and there is no maximum range. So increasing the maximum number of squares for Outwit to effect makes no sense.

I'm loving this change. It needed to happen at some point.

This is why this change is great! It now forces people to actually play with all their clicks instead of turtling your support in a safe area. This is a great change that will result in much more strategic play.

This is a pretty big nerf to most characters. I like it, however this really messes with the Hydra ata.
The maximum number of squares between an opposing character and its target when using Outwit, Perplex, or Probability Control is reduced by 1 for each friendly character using this team ability, to a minimum of 4 squares.
It is less efficient now because normally hydra is a swarm team and its crazy to pay 3 pointes for every character when you aren't reducing the the range as much as you were before.
Did S.H.I.E.L.D. and HYDRA ATA's get modified to reflect these changes?

What maximum is in place?
Previously the maximum someone could outwit was 10 squares. Now it's completely based on range. There is no such thing as maximum range, so increasing the maximum squares to use Outwit makes so sense. They need to change the ata so it replaces/modifies the characters range value when using PC,Prob,Outwit.
And with Hydra ATA, Hydra teams could previously reduce the distance of someone using those powers from 10 to 4 squares. With it being based on range now they might not be able to reduce it all if the character using the power has a 6 range (since the minimum is 6).
So the SHIELD ata, actually is not possibly playable right now as it doesn't make sense in context. The Hydra TA is possible to play but has been severely downgraded.
Necrodog has said they're changing these though in the PG, and they're pretty simple fixes imo, so I don't think it will be a big issue.

After relooking at it, I think there is a bigger issue than I saw at first. There was no minimum on the range of Prep, Prob or OW before only a maximum, now there is a Minimum of 6 range. The Hydra ATA wouldn't be able to reduce it to 4, on characters that are already at there minimum of 6 aren't effected at all. The ATA needs tweeked, maybe to a lower point cost of 1 or 2. Because back 3 a character on a swarm team when you can't effect a great deal of characters, seems like a waste.
