Flash had gone for the closest Rogue first, attempting to disable Heatwave with a few quick punches to stun him. The villain's thick armor protected him from serious injury but it made him drop his flamethrower, which was the real danger. But Wally didn't know about Heatwave's new upgrade.
Heatwave's coal-hot fist swing through the air, igniting the air molecules around it. The nitrogen molecules in the air were excited to a vibration matched to Wally's own, lending the backhand a force ten times what Heatwave could normally swing with.
1) Heatwave takes a swing back at Wally, rolls (6, 6) for a critical hit! Supersenses roll is (3), so Wally takes 2 clicks and is knocked back to G10.

I don't think Beast Boy or the Batcycle can draw LOF to Two-Face because of his stealth and the HO he is standing on. Cyborg would have missed the cruiser too though, so it doesn't change the turn much.
1) Joker Thug will charge to I10 and swing at the Batcycle. Rolls (1, 5) for a miss. Two-Face will use his PC, second try is (6, 4) for a hit, dealing 1 damage.
2) Two-Face will attempt to shoot Beast Boy. Shapechange is (1), attack 10 (-1) vs defense 17 (+1)(-1). rolls (1, 2) for a wide miss.
free) Cruiser 2 perplexes up Joker Thug B's defense +1
3) Cruiser 2 moves to J-J-10-7, carrying it's passengers over as well.
Free) Beast Boy will Outsiders down Joker Thug B's defense.
1) Batgirl rides forward to K11/L11. She activates the rear taser wires, targeting Joker Thug B. 10 vs 15. Hits with a 7. He takes 2+1 for Robincycle's enhancement. 1 to Batcycle.
2) Beast Boy turns into a ram and head buts Thug B. Needs a 4, gets a 4. I'm assuming you aren't going to PC an attack that only needs a 4 to hit. 1 after toughness and the KO.
Free) Robincycle perplexes up it's own attack value.
3) Robincycle slides to G12 and G13. Cyborg hops (is taxied) out of the way to H13. Robincycle opens fire on Joker Thug A. 10 vs 16. Needs a 6, gets a 6, which Two-Face probs to another 6. 4 to the Thug. Cyborg will take half experience.
Free) Batgirl jumps off her bike, landing at M10. Robin jumps off his bike, landing at F11. His Road to Detective power prevents Two-Face's combat values from being modified.

Captain Cold slides down a patch of iced pavement before deftly turning his absolute-zero gun on Impulse, catching the inexperienced speedster by surprise. While the blast didn't totally immobilize Bart is certainly took his velocity down. A wide angle blast painted the whole block in a dusting of frost, slowing both heroes down significantly.
1) Cold runs to Q14, blasting Impulse. Rolls (6, 2) for a hit, supersenses is (1), and Bart takes 3 clicks of damage.
