So, Chris answered yes to this one, but I'm not sure that's right. According to Golden Rule #3, The Rule of Occupancy, the only thing that can occupy blocking terrain is debris markers. Since Spiral's Gateway markers aren't debris you shouldn't be able to place one in blocking.
Any game effect resulting in two or more characters occupying the same square, or characters, terrain markers, or objects occupying a square of blocking terrain, is prohibited (except for Debris markers, see Terrain, p. 12).
I haven't seen anything that states that the Gateway markers are considered terrain markers. Until something official says they are, they aren't.

If Friendly character is on Portal A, and opposing character moves over (but not through) portal B, do they have to stop if they don't ignore other characters for movement purposes?
Dude, only friendlies can use the portals. Says it right in the power.

I am totally confused, and the explanation by Puuka didn't help. Why do non-friendly characters get to use my friendly-created Spiral Portals again? Even if they have a Spiral, they're still not friendly. They hate each other like high school.
Dude, only friendlies can use the portals. Says it right in the power.
But if both players have Spiral, then both players have that same ability saying that portals are friendly to their force. Nowhere does it say that only portals placed by your Spiral are, just all portals in play. That is how it is worded anyway. If that was the intention or not is up for debate.

Because this line is independent of EVERYTHING else in Spirals power.

Characters friendly to Spiral can use the portals. It doesn't matter who put the portals up. If they exist, and you have a friendly Spiral, your Spiral's power allows you to use it.

The "Friendlily characters can use portals" clause is checked at time of movement. If both teams have a Spiral, then all figures are friendly to a Spiral, and all figures can use the portals. This is similar to the Larfleeze's Construct Objects issue.
Think of it this way:
Only characters can be friendly/opposing. If I place smoke, barrier, objects, anything other than a character, it affects both teams equally. The key to using a portal is to have a Spiral. As long as you have a Spiral, you can use the portals, regardless of how they got there.
Characters friendly to Spiral can use the portals. It doesn't matter who put the portals up. If they exist, and you have a friendly Spiral, your Spiral's power allows you to use it.
