This seems to be an issue that people want to go "Oh it works 'caue I said so!"
If I perplex movement perplex then has a direct affect on movement.
Powers and such in this game are only "checked" when they need to be.
When attacking we generally don't check the move value of a figure. Thus why people look at IM: Figures and only check it when adjacent to a figure or becoming adjacent.
I think this is how IM: figures should be (I know it isn't) or, as it appears to me, things get really confusing.
Look at Carry (as brought up already).
CARRY
When moving as a result of being given an action, this character may carry one friendly character.
So we have established that any figure that wants to carry another must be moving before it can carry. And once moving IM:figures now ignore other figures. Ergo how can a figure with IM: moving carry?
I can see your point. Looking at the PAC it seems that IM: Characters would prevent that character from carrying other characters. But are there any such characters?

hehe Well the existing of such characters isn't really relevant as you've point out you can still create the situation. Perhaps it's one of those negatives wrapped into a positive.
