Is there anything confirming that those are not hindering as well as blocking in the rules, or FAQ? I don't think they should be either, but I play people who do.
Also are they considered elevated terrain to the rest of a rooftop for ranged attacks?

From the rulebook:HeroClix has three kinds of terrain: clear, hindering and blocking. These three terrain types can also appear on elevated terrain.
Notice that there is no hindering/blocking terrain.

Any blocking terrain that exists on elevated terrain (i.e. the air vents) is considered to be blocking terrain at the same level as all other "elevated terrain".
Also, from the FAQ:The air vents are considered blocking terrain for the purposes of knockback, not elevated terrain.
