If the range value is greater than 0 and your character is not in base contact with an opposing figure, then you may give your character a ranged combat action.
This came straight from the original rulebook. Carefully read the entire section on range attacks.

No. If Wolverine is next to Magneto he can make a close Combat action. If Wolverine had a Range attack he could also use that against magneto becasue Meagneto is hovering and vice versa.
If you are in close combat with another figure, you may not make a ranged attack against a figure that is not in close combat with you. So for example:
T.O. Morrow can not make a ranged attack on Darkseid, because he is in close combat with Bane. The only figure he may attack is Bane. Since he is in close combat, he may not use his Ranged Combat Expert when attacks Bane. Simple, right?
Okay, if there are flyers involved (assume hovering for all flyers, these rules do not apply at all if the flyer in question is soaring), it gets a bit trickier. Let's look at my old example, but substituting Steel for Bane:
Since Steel is a flyer, T.O. may use a ranged attack on him, even though they are base-to-base. He still can not attack Darkseid. The difference this time is that since Steel is a hovering flyer, he and T.O. may use ranged attacks (and RCE) on each other, but they can still only attack each other. Darkseid still can't be touched by T.O.
Now, what if the situation gets even trickier, like this:
In this situation, T.O. may choose whether he wants to attack either Bane or Steel, BUT he has to use close combat in both cases. This is because he is base-to-base with a grounded fig. In Example 2, he was base-to-base with only Steel, so he could use ranged combat on him. However, now he is also base-to-base with Bane, and can only use close combat, regardless of whether he chooses to attack Steel or Bane. Darkseid still can't be touched by T.O. Steel, by the way, can still use ranged combat on T.O., since he is a flyer. Flyers can always use ranged combat when base-to-base, no matter who they are base-to-base with.
