No you are correct. If the character that the hammer was dropped on has moved away from that square without taking the hammer and another friendly mounts the hammer in the same turn they would have to roll and would not automatically succeed.
Yes, Split Lip is an amazing 20 points. There was an issue the other week at my venue about this, BUT we cleared it up, and NOW everyone has and uses a Splitlip.
Amazing? Maybe. I prefer idiotic, broken, ridiculous, cheesy, stupid-good, etc, but I suppose "amazing" could work.
I refuse to buy / use the dwarf but during month 6 of FI, out of the 14 players who showed, t'was only myself, my 11-year old son and one other player who didn't have him.
It was interesting the amount of players who bitterly spent the $20-25 to get this one figure for this one event.
Visible Dials and Pushing Damage need to be optional. This is the way.

The three of them move up turn one.
Split Lip gets a token to Null up Tanarus.
Turn 2 has Dr get a Hammer and a token gets Ms Marvel a Hammer.
Now all three have Running Shot Hammers, Willpower, and only one token.
With attack values of 13, 12, and 12.
In almost all my games, Turn 2 had all three of them doing damage.

Tyro, what's funny is that I didn't get the pack for Split Lip, I honestly thought he was a useless piece at first. I got it for the Iron Man, then I did the math, and took another look, now he is on all my teams. Using him and the book are just to easy together.
Nope, not at all. But when things outside of the Fear Itself set are legal, Tyro is suggesting other players will be discouraged from paying 50 points and near-guarantee you break theme for BotS+S when they could just use the Utility Belt, Rings of the Mandarin, Infinity Gauntlet, or Phoenix Force for about that many points or less.

The bos is good for certain builds. I've certainly been favoring it over the u belt as of late. Each resource compliments certain teams. BoS is for mobility and offense, mandarin work well with ranged based characyers, and the PF is a bit wackier and offers a few different options for various builds.
As for splitlip specifically, I consider him an extension of the resource for constructed format. Not broken, but rather how it should function at max capacity.
I agree there are many teams the BotS is amazing for. In my opinion, I think it is generally best for figures that lack move and attack on one or more primary attackers (more so on teams with two or more attackers that lack move and attack). It is by no means a bad resource, but I do think it is more "the new hotness" and because it is easier to get than the Power Plant that makes it so common on teams than the fact that it is the best resource for that team.

I'm most impressed with the bos's ability to make any character dangerous. I had a game where mole man dual wielding hammers after Shuma died took on the new mutants team base. The bos motto should be "Never give up! Never surrender!" (By Greithoth's hammer!)

I didn't think the actual figures from the scenario packs (BuckyCap, Skadi, Splitlip, and Mighty IM) were legal for the sealed events. Or did your venue do things differently?

Destiny and Paramedic still don't seem that scary with the book. Unless you're on a plus-something-to-all-combat-values. At that point though, I would have preferred to see Paramedic with the Infinity Gauntlet or Destiny with the Utility Belt. To me, it's a better mental image.

The four figures and bystander tokens all were not legal unless the venue changed the format, indicating his did. In my experience, all of the venues I played at changed the format to some degree.
