Definetly getting Excelsior. Rand and "Feint" look like big Kirk boosts to me.
Spock on the Excelsior is a pretty good combination. I prefer to stay as thematic as possible, but Spock on Sulu's ship is easily justified.
Which Sulu to use is a tough call. Crew Sulu is pretty much a must on the Enterprise, simply because it's 100 years older than most ships. They need the defensive boost.
As a Romulan player, what sort of things give you problems?
Most Romy and Klink players are going to slow-play thier first turn. This usually entails slow maneuvers forward and then hitting the cloak. You will likey not be getting that Target Lock on your opponent until after they have fired upon you.
As much as you'd like to stay faction pure, I'd still look into a weapon that does not need a target lock: Magnetic Pulse or Additional Weapons Array.
Even on weapons & tech? It seems like they were always tinkering with ship systems in the shows, to the point that, to me, it would justify out-of-faction weapons and tech (the faction price penalty representing the additional time and effort on the part of the engineering team to cobble together technology that resembles some tech another faction has already mastered).
If it is due to the min/max crowd putting Picard/Donatra/Martok on every out-of-faction combo, then they could be open to allowing OOF Weapons and Tech to be used on a limited basis.
I have been allowing that and there does not seem to be much of an issue.
Or you can just switch over to Klingons or Romulans. They have no issue with competative builds within faction-pure fleets.
Don't take that wrong--I didn't mean to imply that I'm some genius. I just meant that somtimes things get a reputation as not being good because people like to netdeck stuff.
If I catch a ship that's still Cloaking, I can Target Lock as a Free Action (Command Token), Scan as my Action, discard McCoy, have Scotty to take his Action as a Free Action, then fire SEVEN Torpedoes!
With Spock converting Battlestations, that has a good shot at ruining/one-shotting a ship...especially if I drop Cheat Death for Attack Pattern Omega.
And that right there is an awesome example!!
Best example I can see of a huge hit from just a single ship with crew.
While some people think cloak is over powered, I still feel it is balanced. This type of an attack would ruin any ship. Even with Clark T next to a Defiant cloaked, that's 6 dice they get to roll compared to your 7, and you get a "free" battle stations.

I just caught something but you are one point off in Kahn, he costs 6 when put on a ship I'm afraid. So you are at 100 points, but he's good to have as well.
DS: Apparently there was some big-time min/maxing at the first OP events, so both venues decided to eliminate it with Faction pure OP builds. (I haven't played in OP yet, and don't know most of the AW players.)
It was bad enough that numerous people were thinking of quitting (enough to kill interest in our area), so I don't think it's something they'll be eager to mess with right now.
I think Faction pure helps me more than hurts. I don't have to contend with some of the absurd combinations I've seen.

I thought I saw something of the sort about your area a few months back. Still might not be a bad idea to bring up a slight softening of the restrictions just to see if a happy medium can be had. Granted, as time goes by, there will be more options available and cross-factioning of weapon/tech may not be needed to help round out some of the non-cloaking faction's builds.

You mean like Picard on a Negvar w sulu and Spock, followed up with Donatra on another Negvar, then Clark Terrell on a Third Negvar?? How can that be absurd?? (Okay so that's a stretch but yes I know what you mean!!)
I asked Andrew over at BGG if Clark and Donatra should say friendly (insert their own faction) but he said no they were designed as is.
I'm going to try out your build the next time I play a game just to see how much fun it is.
I really wish I had a Khan promo to throw just so I could get two 9 captains, but the normal khan brings so much for his points you cannot ignore him.
I like the Flagship card for the Feds just because it turns the original Enterprise into a Galaxy class, basically...but I prefer the Command Tokens because of versatility. Free Actions are better to me than Stat bumps.

Well that's the thing about the Flagship cards.....free action and stat bumps.
Case in point......putting this on one of your non-Enterprise ships(like the Excelsior, which I'll use for example) and you get your flagship possibly getting a free Scan (from the Ships ability) and Evade (in addition to the additional upgrades and stat bumps, from the Flagship card) but you are also able to give another standard action to the Enterprise (like a Scan) to free up the Enterprises action(s) for other actions....like Scotty.

It might not give you the flexibility of the Command Tokens (which I why I like them so much) but depending on what you're looking to do you might get some good use out of the Flagship tokens.

I would mix it up with Defiant crew. They were cleverly stationed aboard the enterprise. Defiant would give you some good options and still era specific .
That Neghvar is a tough ship. O'Brien could disable some of the things that made it nasty. And there are some blindspots. Jadzia could give you the extra maneuvers to stay one step ahead, and she did have fun in that era....lol. Excelsior will give you some serious options to play with. Enterprise is tough. You just need a better helmsmen. Wesley's Grandfather was flying the ship that game.
