So The Hand/League of Assassin's TA is absolute? I recall reading somewhere that it beats Pulse Wave, because you have to draw LoF to figures before ignoring their powers, which the ATA doesn't allow you to do.
I suppose only powers that are worded like HoT Captain America's Deflection Trajectory would trump the ATA?
What you read was an older ruling that predates the new wording of PW. PW now beats those ata's.
Not sure about Cap because the ata's don't say blocked they say can't be drawn which seems different to me.
It used to work against Pulse Wave but that changed with the new wording on the 2013 PAC. Now Pulse Wave's LoF ignore all but a select few game effects and the ATA in question isn't one of them.

I would think that Improved Targeting combos like Detroit Steel's TARGETING SOLUTION: Improved Targeting: Ignores Hindering Terrain, Ignores Opposing Characters or Death's Head's BE GETTING OUT OF MY WAY, YES?: Improved Targeting: Ignores Characters.
Would just look past the Hand member with the ATA the same as Sharpshooter looks past a character that is in hindering and has Stealth. As does Pulse Wave and HoT Captain America off the top of my head.
