If the ruling is that he gets the +1 for his first damage, why not just print his damage 1 point higher? These types of things in this game are kind of a minor annoyance.
I guess this has already been resolved, but I have to agree with the ruling that's been posted here.
I feel like it should have said "After damage is resolved, give the bonus" or "for the second attack, give the bonus," and it was probably intended that way, but I guess he gets the bonus for his first attack, then the bonuses cancel out for the second attack, so his damage is his printed value for the second attack (unless otherwise modified by perplex or something).
It is funny that for at least the damage part of the power it works almost the opposite way it reads at first look.

Because he doesn't get the bonus when doing a close combat attack.
The break down would be
1st attack made with regular attack value--hit.
Deal damage with +1 damage from the power.
2nd attack with +1 attack from the power--hit.
Deal damage with +1 damage from the power.
I really like this new Crossbones and was playing "I shot Cap..." like the OP mentioned but after further review this seems correct; however, due to the new general rule on multiple attacks the damage modifier offsets for the second attack:
The process of analyzing and testing the items on the Watch List demonstrated there was one general issue contributing to an unhealthy game environment – the ability to create situations where a single character could make multiple attacks during the course of a turn. Therefore, the first major rules change to come out from the Watch List is: “Each time a character makes an attack in a turn after their first, their damage value is modified by -1 until the end of the turn, minimum 1.”
