I see that but the post you provided is fairly weak as well so if that is the best evidence either of us have then I would say this needs to be clarified.
I don't see how that quote is weak: Laenan confirms that W.I.T is correct, the 00 with the arrow through it only allows targeting non-adjacent characters, but allows it when based. Additionally, his post and normalview's say the same thing: 00/no arrow allows ranged attacks against adjacent opposing characters, 00/arrow allows ranged attacks against non-adjacent characters when based.
I do agree with MoomPix: this comes up often to support a need for better documentation.

Okay, Bane from Arkham Origins is just *confusing* me. Isn't his Rocket Launcher somewhat redundant towards the end...?
The bolded and underlined are exactly the same but then they go and throw in that bolded+italicized line...why?
Doesn't the WHOLE power ignore blocking and destroys them upon the resolution of the ranged combat action/attack? Why that last line to ignore just a SINGLE square of blocking/wall?

The units section has the wrong wording. Here's the wording from the card.
