Penguin is assigned to your force, so the configuration of your force has nothing do with it. If a character is in your force, it can use the Penguin resource.

But at what point is he assigned to your Force? That is the question. The current contents of your force can change during the game, but does that impact the Penguin?

If Penguin only checks for your Force during the Force Build, then any figure added to your force would not benefit from him. If Penguin checks your force upon activation of his effects, then any figure added to your force would benefit from him.

If you read the rulebook section entitled "Preparing for Battle" it gives the various steps. Different powers happen at different steps so for example Copycat states "before placing..", which means before Step 3.

I am pretty much in agreement with VanisherPunisher if someone is a member of your force it looks like they can use the Penguin resource. I don't think the wording here makes a difference.

It does not matter. He is assigned to your force, not to characters in your force.

Is character A on your force? If yes, he can benefit from the Penguin resource. Whether or not character A was on your force at the beginning of the game has no bearing on this, because he only needs to be on your force when he is using the Penguin resource.

The way I look at it if you want just a quick answer for a specific question then email them. If you want to get into more of a discussion and also support your fellow players post it on these forums. These forums are a great resource which is searchable, unlike other people's emails (unless you are the NSA obviously).

I am 100% apposed to using that method of rules communication.

The rules should be simple enough where we don't need to have a constant diolgue.

However, when those conversations are required they should be public so that all can know how a game element should be played and ruled.

It should not be for the few who send in an email.

Heroclix is a complex game with complex interactions that can be a challenge for new and old players alike. The information on how to play the game correctly should be made available to all and in a public place.

I still dislike that there are multiple venues for gathering rules and firmly believe that official rules answers should only be provided on an official Heroclix/Wizkids/NECA website and forum. (Sorry Typhon)

You could send them an email with your question and then post the answer here or wherever else you want it to be available. How hard is that?

This is incorrect. Any rulings the Rules Arbitor or his deputies make on a public website is an official rules answer and stands on how that element should be ruled unless there is an update to the Rule Book, Player's Guide or another post is made by the Arbitor or his deputies.

As such I will continue to ask my questions in a public venue.

I know that, but emailing them would probably be the best way to get an official correct answer instead of posting a question and then having people give wrong answers or arguing about stuff.

It's right there in the rules on all team base cards.

It's probably quicker. But I don't see how it's better.

Well I can post a question here and maybe get them to see it and answer it. In the meantime other less knowledgeable people post incorrect answers.

I can also send an email directly to them and get an official answer and avoid all the incorrect answers.

I'd rather use the email address.
