3. Mandroid uses a power action to increase Bucky's damage +1

I haven't heard anything indicating that nova blast is now a must-use...

I believe that this is the core rule, the same one that made older special power pieces like Avengers set Ultimate Iron Man almost unusable, that put a hurting on Nova Blast.

I can't find anything in the rules that would indicate that this *isn't* correct. The old rules regarding Feats was the insanely idiotic "All Feats are optional unless they aren't" but that's no longer the case.
Pulse Wave is phrased in the same way as the AV Ultimate Iron Man's special power, so there's nothing indicating that it doesn't go off automatically whether you want it to or not on the first use.
Also, as a complete aside, note that the if you stick the Feat "Infiltration" on your character, you'd most likely never be able to move him during the entire game.
Game Design long ago stopped paying *any* attention to Feats whatsoever and for all intents and purposes treat them as if they don't exist, so I wouldn't expect anything to change about this, even if it might not have been the intended effect
