This thread illustrates one of many reasons I have problems at my local venue; the game is so complex, when I call off rules, stuff like this sounds like I'm lying because it goes against established precedent.
I get that it works. I agree that it works based on wording. But players who don't want to hear it won't, and the game stops.

Dragon's post on this topic is very thorough and helpful, and I'm sure everyone here has now read it, but I'd like to repeat what he states is the key to this issue. Pulse wave ignores anything a character can use. If a construct says the piece "can use" a power, it's gone. But a modifier coming from outside the area of effect (like a perplex or stat boost from the ring) does not get ignored.
There's a lot more to it, and he has great examples, but that will help us out in most situations

I want to point out that the Stat boost from the Ring is ignored. It is ignored because of this:
Corps Members - When a friendly character has any Constructs on its card, it is called a Corps Member and is assigned the Power Battery. Friendly Corps Members can use the ability of the Constructs on its card and the ability of the Power Ring attached to the Power Battery.

Well in that case I agree, it is less easy (if not impossible) to see why one source of an effect would be from the character and one from the Battery, but it still seems to me their ruling hinges on the separation of those two things (possibly by some GD Intent or secret magic rule) and not necessarily their use of grammar.
Not really. I'm not trying to be argumentative here, but once you draw the logical conclusion that the only constructs that really matter in that ability have to come from the Power Battery, it is pretty easy to determine, from an arm-chair QB's perspective, what GD's intent was with that power.
