Yes, I could engage (and sometimes do), but I find the "strategy" to be irritatingly one-note, and contingent upon your opponent being an idiot. So, more often than not, I'll go with the "what's good for the goose" approach.

I hate camp-style. I hate that when figs like Iron Pharaoh and Fantomex exist, then Wizkids suddenly makes the new Turtle fig doing camping even more ridiculous.
Except that fantomex is easily countered..... he is not even close to the same level as pharaoh.
My reaction is always the same: "I'm not going to walk into a trap like an idiot, so we can continually pass for 50 mins. or roll off now."
This isn't a classic "turtle trap," doing nothing until you get close enough to attack. Iron Pharaoh's Falcon can move around the board and attack, boosted by Weasel and possibly the Crossbow. So if you do choose not to approach the enemy, you'll end up running from the falcon for fifty minutes instead... and Turtle makes that even harder.
For most teams, your best option at that point is to charge the opponent's starting area and hope for the best.

That wouldn't work in this case though. Eventually the Falcon will get to you and IP will start to pick you off.
If you have to face people like this start playing The Authority. A lot of them have effects that hurt people who enjoy giving others a NPE (Negative Play Experience).
You could also play ARGUS Agent and nuke this Falcon Marker leaving IP as a waste of points

Interestingly enough, I've had one of my favorite experiences with a camper while playing a team base.
My opponent was fielding some sort of Con Ex Dr Fate, Pyro, Franklin Richards and Moira, with some other annoying filler. I was rocking the completed Hellfire Club base with AVX emma frost.
6 turns later, the only thing that has moved from his starting area was Pyro's flame. Fed up, I activate working together, knock down walls and perplex my range up and one hit KO Dr. Fate.
He was very VERY irritated, and as we finished the game, he actually said "I guess I shouldn't be surprised, that's why no one here plays team bases".
Here I am, moving and leveling half the map to engage you, but I'm the bad guy for not saying "Pass" for 50 minutes.

I'll admit that at this point, I'll often push like a maniac and make every possible attack no matter how futile... heck, I'll have the guy with 1 Damage shoot the guy with Invulnerability and pray for a Critical Miss.

You can take comfort in the fact that pharaoh who is the king of cowardice, the camping champion will be nerfed by the watch list very shortly. Proxima too, but she is less of a problem in this case.

It should be noted that there is no guarantee that either figure will change.
Being on the watch list simply means that changes are being considered.
Proxima and a bystander token slowed me down, could not make it to the pharaoh. Only one of my pieces had willpower. Once his battery got to (5)(6) improved constructs, combined with weasel's enhancement, I was one hit kills. There's no way to out run that falcon with the turtle pinning the team down.
