You are not drawing line of fire to the splashed characters, so the hindering terrain modifier should not apply.
That's what I thought it was, but I wanted to confirm because the LOF for the attack had crossed hindering and AoE is confusing enough that I wanted to verify. Thanks, all!

Didn't the preview article imply pw did not target? This would nit be the first time an article flubbed a rule.
I'm not sure how that could be implied... "Once he’s in a good position, he can unleash the potent combo of Running Shot and Pulse Wave. He’ll lose his Subterfuge token, but he should hopefully have dealt some good damage to the opponent’s force."

At the beginning of the turn, would an opponent be able to use Sidestep (or some other free action movement/placement) to move next to Lex and count as beginning the turn adjacent to Lex for the remainder of the turn?
Pulse Wave used to have a line that said it did NOT target. But I think that went by the wayside when the Area of Effect wording was added, if not earlier.

Right. Pulsewave does target. It draws lines of fire and anything with a line of fire drawn to it is a target. But when it comes to Pulsewave, it ignores the traits and powers of characters it draws a line of fire to. So, you activate Pulsewave, it draws a line of fire to Lex, Lex says you can't target me, Pulsewave says too late, I'm ignoring all your crap.
