Simple answer from pg 18 of the rulebook:

Quote

"A character possesses a power or ability if that power is printed on their dial... A power or combat ability that is possessed by a character can be countered. A power or ability that is only used by a character can’t be countered"

Only stuff on the dial unless specifically stated that the character "possesses" that power or specifically stated that it can be countered normally.
