Hm, they pick powers, but no free actions after that. Guess that kills outwitting and perplexing.
It uses their free action to pick so that means that they can't--
Use Poison or Leadership
Use Perplex or Outwit
Use Sidestep
Make an attack during a Running Shot, Charge or Hypersonic Speed
Or Make a second attack with Flurry
Also against Kyle Rayner it stops him from making two attacks on his Duo-Attack clicks.
So it really stops a lot against ZSS when you think about it. That TK+SS+HSS for the first big hit? Nope, can't do that. That Outwit/Poison/Sidestep to gain mega Z-tokens and lay them out like candy? Nope. Sorry.

Improved Movement and Improved Targeting are combat abilities that are possessed by a character with . The PAC lists them as such.
My focus wasn't Zombie Super Skrull, but his Improved Movement-- not the itself-- could be countered. The Stop Sign construct and special Perplex from Johnny Quick (tw043) are very useful against him, as well.

How is Stop Sign helping? You still can't outwit the P/T he can choose. Although honestly most of the time he is Poisoning you and stacking those tokens and WANTS to stay close. So it's kind of a weird argument. JQ though I can see.

In relevance to the OP's original question and your response-- leaving ZSS out of the conversation-- the Stop Sign could come in handy to counter P/T and Plasticity that an opposing character possesses.
I initially dismissed the Stop Sign until I finally used it in a game to counter speed powers on a number of characters in one game. It certainly comes in handy against Charge+Flurry SP- and HSS-based characters.

My apologies. I read the OP as basically asking "How do I stop this ZSS that has been wrecking it in all the No-Tactic ROC's!" And as such have been focusing on ZSS. I see you were answering the more General Question. Hence my confusion.

Do not forget about Ultimate Clayface from No Man's Land & the GCPD Cruiser out of Batman. Both of which have traits that say that their plasticity CANNOT BE IGNORED.
