You are exactly reading that right. Replacing figures with paper ID cards isn't a great win for anyone, it just reduces their costs like they want. I think the ID cards are going to be a joke. You can use them alone, with the Avengers Round Table resource, or with the Quinjet vehicle they said in the presentation. Blech.

Except they're not really paper, just as thin as it, but on laminated plastic.

Ah, yes, I didn't remember it having a clear center piece coming off the table.

Lamination would be giving them WAY too much credit. It'll probably be a sprayed on goopy adhesive like the current character cards.

Problem with PnP with these ID cards is that they will likely correspond to specific pieces, so even if you print out all the cards, if you don't own the pieces that go with them, you can't use them for anything.
