Looks like it has nothing to do with Supreme Intelligence, but with Pulse Wave instead. I guess they're going to start ruling pulse wave to be more restrictive. I can see how it would be broken with Supreme Intelligence.
...and then some... Wow! That's when you can tell that there is no play testing or anyone with game experience would have said, "dude... that is SO broken!!" :-s
-Heroclix is not a game of logic, it's a game of strategy .... after all, when's the last time that you saw a giant (using a stealth ability) that was hiding behind a swingset... and nobody could SEE him????

For game balance, this is the right ruling. Though it would be fun to pulse wave the map.
Let's hope they don't change it to not be an area of effect...

Unfortunately they appear to have deleted all the Bill rulings from before he got watch listed so I can't check but I seem to recall that you could still use Pulse Wave without line of fire but you wouldn't ignore anything as you needed line of fire for that.

Assuming they go by the book (yeah, I know... assuming a LOT there), you should be able to PW without LOF, but it would still be within half the range, the powers wouldn't be ignored, and Bill would take 1.
It should work because of the "if an effect makes an action illegal, you ignore that effect" (or however it's worded)... just like Perplexing up a PWer's range to include the Perplexer, you don't ignore what is allowing you to hit the opponent (Bill's power) if there are no other opponents in the range.
Based on recent (poor) rulings, I could see it going either way if someone asked now. :-\
