Actually, I didn't realize Rachel is a flier. The Quake would be a break even. Also, powers were changed that if you lose a power due to crit miss or steal energy, you can continue the action. So, if you had lost flurry, you can still make the 2nd attack. Likewise, if someone has HSS and steal energy, they can continue moving if the SE causes them to not have HSS anymore.
