You're correct- Apprentice doesn't have LOS, so there's no perplex at all. That first action
1) Opposing figures can't have their combat values modified. Is from White WItch's speed power:
[Speed] Mystical Energy: During your turn choose one: Give White Witch a power action, and each opposing character's combat values can't be modified until your next turn; or give White Witch a free action, and each opposing character can't be given more than one free action until your next turn.
I'll try to be more clear about that one from now on.
