There seems to be a consensus here, but not really an explanation. Why does this power get around the limitation of one use of an action as a free action per turn? I'm surprised this hasn't been asked on WIN yet.
Also, it's somewhat moot, because with only 2 printed damage and damage depletion, the third attack would do 0 damage without some perplexes/enhancements.

As for the damage depletion modifier, there is a minimum value of 1 with the DDM.

Each time an attack resolves, modify the attacker’s
damage value by -1 (minimum 1) until the end of the
turn.
Per the rule book, the Golden Rule of Minimums kicks in:
Quote
If a game effect specifies that a combat value has
a “minimum” value and the final result of calculating
that value is less than the specified minimum,
use that minimum value instead.
EDIT:
And because the clicks on which he possesses the special power he also possesses Precision Strike, he will always slap one damage on someone he hits (except for Invincible).

It is the wording of the effect:
Quote
RAPID-FIRE TRICK SHOOTING: Hawkeye can use Running Shot. Each time Hawkeye hits an opposing character with a range attack, after actions resolve, he can use Running Shot again as a free action, but only to target a character that wasn't attacked this turn.
The "Each time" provides an override to the once per turn limit.
