A couple simple critiques on my part. The first is you didn't say what the Improved is, targeting or movement, or both.
The other is I'm not sure the Shape Change special on Snake is right, I'm thinking, however, of making Cardboard Box a special object in my set now.
Oh, my bad, both characters do have improved movement.
However, I didn't put Improved Targeting on Snake since I'm trying to make the dial about the Solid Snake from the first stage of the infiltration on Shadow Moses, where he still isn't wearing the thermal googles.
I'm still thinking that the Gray Fox dial is expensive, so I'm reshaping his combat values to make him 90 points worth.

DESIGN NOTES: May seem silly to include design notes now on special objects, but here we go. The Cardboard box is an infamous trick in the series to hide among other boxes or in otherwise plain sight by staying still under one. However, they can and will get shot to pieces if they already know you're under it or if you give yourself away while under one, so being removed on a bad Shape Change roll was kind of a must. The Standard/Tiny Damage symbol equip was to limit it to only being used by people feasibly small enough to fit in one, though rules have changed some since then.
Rations take the place of medical kits in the game series for the most part, acting as a way to refill your health bar. Starting from 3, Rations are less often used as a health recovery and at best more an item to recover stamina instead. But they remain a healing item in nod to their origins in the series.
The Crocodile Cap was almost a meme of it's own from 3, so I just had to include it. Functionally, all it does is allow you to swim and soldiers won't suspect you're a soldier instead of a crocodile. But it's very useful in that niche.

DESIGN NOTES: The Boss, also called The Joy in game, is almost the mother of the series as much as she's the Mother of the Special Forces in game-story. She is the mentor to three's "Naked Snake", the first man with the codename Snake in story. In the lore, she and Snake co-founded the basics for military Close Quarters Combat techniques, CQC for short. She's also so skilled in hand to hand combat even those accusing her of possibly being a traitor are afraid to come right out and say it to her face when she infers that's what they meant, and she leads her Cobra Unit, soldiers who fought together during World War II. She also makes it clear Snake has to put aside his feelings for her as his mentor due to his mission, repeatedly trouncing him in single conflict up to the end of the story, so she really did need a strong dial to reflect how tough she's considered by everyone in the game's lore.
SPOILERS: Most of her flavor text, especially in quotes, comes from lines spoken by her or about her. Loyal to the end refers to a line she specifically mentions to Snake when he asks he why she defected to the Soviet Union from America. She tells him she didn't, that she's loyal to the end, to her purpose. The truth in this is found out after he finishes his mission to kill her as a supposed traitor, when in a truth tape, it's revealed her defection had been staged by America to try to get access to a massive fund of money Volgin had managed to acquire that was once a trust fund for the Allied Forces to use to win World War II. But Volgin's actions forced them to revise the plans and set her up to die in order to cover their tracks, and she played her role in that plan willingly, cooperating in the sense she helped build up Snake's confidence and his loyalty to his mission over his loyalty to her to do it. Her death instigates most of the remaining story from that point, conflict between factions who have different interpretations of her will for the world, and fight among themselves because of their different ideas what she wanted for the world when she told Snake she wanted the world to "Become one again".

Interesting design. At first glance it looks bonkers for a 70 pts dial to get 3 clicks, but upon review, it is excellent design for the cost. You have 2 clicks of absolute beatstick. The high defense, the PC, and 50% chance to miss means that she will have the chance on sticking around to take advantage of the high attack PPB. No reducers are offset by the STOP click. I like the flavor of the critical misses on the defense and the once per game effect on the STOP click. With that awesome 20 defend on her last click means you wont rush to use the once per game crit miss effect.
Powerful, but definitely kept in check.

Another nicely valued 70 pts character. The 5 range keeps the improved targeting in check somewhat. Giving her a de facto push click before you get to the meat of the dial also helps balance out the cost. My only critique is that the number of traits/special powers. 5 seems too many for that cost. I might drop the defense SP and just give her just regular SS. I think I might also make the unavoidable damage to mind controlled character as mandatory. That would balance out the friendly mind control effect.

First off, great use of the Autonomous keyphrase. You can also shorten the hawk trait a little more by changing the wording to the underlined part, "At the beginning of the game, generate a Hawk Bystander. While the Hawk Bystander is on the map..." That covers all you need to say.
I like the versatility of the hawk bystander, with the 1 damage keeping him in check. Locking those values are smart also, but loosing the +1 defense against range for being tiny sized does make me sad somewhat. The Hawk's real value is all the improved targeting he gives.
I would make a change to the attack special power, just for clarification. Make it, "When Slasher Hawk makes a range attack, he can use Precision Strike and deals penetrating damage."
Made the suggested wording tweaks to Slasher Hawk, and dropped Friendly Mind Control from Psycho Mantis on account of it didn't ultimately need to be there to represent his power use to keep the morale of the generic soldiers high and keep them loyal. Didn't need to be there in Heroclix sense anyway.
I was worried Fortune was the most unbalanced, not Snake. Fortune I was trying to represent her gimmick of being "So lucky bullets veer around her" from in-game but keep her able to be eventually tagged, but she also uses a small rail gun as her weapon that's incredibly devastating to be hit by. The trick I had with her was trying to capture both without making her broken good, so I kept her dial exceedingly short.
Solid Snake was a challenge to figure out a few things on because he's the player character and the player has access to a wide range of weapons. I wanted pick a power for that, but I see how the MOVE at no cost out of hindering could be removed and keep his 100 point dial. I'll tone it back to just trait stealth.

Tranquilizer Rounds and Flash Bangs: Incapacitate. The End's Damage cannot be modified. When The End uses Incapacitate, targets that have at least 1 action token already that he hits are also dealt 1 penetrating damage.

DESIGN NOTES: The End is a unique boss in that he doesn't kill you if you lose to him, but he uses Stun Grenades and tranquilizer rounds to knock you out to imprison you, where you have to escape to try again. In this sense, I knew he wasn't going to use high damage to KO opponents. His Defense Special refers to how he can, in his sniper duel, heal his health and stamina bars by standing in sunlight.
SPOILERS: In Metal Gear Solid V, it's implied his corpse was later recovered and found that symbiotic life forms gave him his unique photosynthetic abilities and long life span. While they don't drain him dry, they were still called parasites for radically changing their host's biology to suit them both. Samples of these parasites were used in both Quiet and a parasite researcher named Code Talker, giving them both the same abilities, including long life in Code Talker's case, where neither of them needed food to survive, just sunlight and clean water. In Quiet's case they also replaced the need for lungs, as hers had been burned to uselessness early in V.

DESIGN NOTES: The Trait is my way of bypassing the "One Prime Per Force" rule because at one point in the game, FOUR soldiers ambush Snake using Stealth Camo. A Prime would work except for the one per force rule and I didn't want to make a separate dial when they're basically the same except nearly invisible.
SPOILERS: Four Genome Soldiers using optic camouflage wait in an elevator to ambush Snake, though their weight plus his sets off the elevator's weight limit warning alarm before he operates it as the first clue. A lengthy conversation with his ally Otacon leads to Otacon realizing that four missing stealth suits, one of which he had intended to give Snake, were being used by soldiers waiting in the elevator to gun Snake down. While it's too late to prevent the ambush, Snake takes the four invisible soldiers down anyway before the elevator reaches ground floor.

DESIGN NOTES: The Pain is a rough boss fight on account he doesn't let you get anywhere close to him, choosing to fight on a high rock in an in cave lake, giving you little space to stand to shoot back, while he lets his apparently tamed hornets do most of the fighting. He does use some weapons of his own, but most of his attacks revolve around the hornets, such as throwing "attack pheromone" vials on you to make the hornets attack more aggressively unless you wash it off in the lake.
SPOILERS: Yes, his Perplex is accurately named, as half-way in the fight he removes his mask and literally coughs up some more hornets for you to fight. Ew.

DESIGN NOTES: While Decoy Octopus doesn't fight you, he does play a major role in the plot of Metal Gear Solid and sets the later events on their course to assist Liquid's insurrection.
SPOILERS: He poses as Donald Anderson, the DARPA chief hostage, including getting a huge blood transfusion from the corpse of the real one to take his nanomachines. The nanomachines help him fool Snake's Soliton Radar system marking him as an ally, but the transfusion fails to fool the FOXDIE virus programmed to Decoy Octopus' DNA to kill him, and he dies of a forced heart-attack in mid conversation with Snake.

DESIGN NOTES: PARA-MEDIC does not go into the field with Naked Snake during his mission, but uses her medical expertise to coach him through self-surgery at times, and offers other advice about the plants and animals in the Russian wilderness and if they're safe to eat or not. Here she gives Naked Snake (or other characters with those two keywords) Support and Regeneration to show her coaching them in medicine.
SPOILERS: Aside from humorous incidents where her guidebook to the plants and animals in the wild is wrong or misleading, she also plays a huge role later in the storyline past 3, as Dr. Clark, the scientist who cloned Naked Snake, engineered much of the FOXDIE virus (though she didn't finalize it), and transformed Gray Fox's corpse into the Cyborg Ninja.

Both dials are well made. They look like they could be real WK designs. You probably need to clarify that the abilities are movement or targeting. (I assume movement).
Solid Snake is a particularly solid design (sorry about the pun). The cardboard box power is novel and adds a lot of flavor to the design.

I like this character. The special Incap is nice without going overboard with it. On his defense special power, I would change it to "FREE: When The End occupies outdoor terrain, Regeneration as no cost." or maybe "Regeneration as FREE, but only while occupying outdoor terrain"
The parrot is a great bystander. I like the unique take on stealth-busting.

Give this guy a few turns to crank out 3 or 4 of the swarms and holy cow, that could get annoying . Which is perfect, because that's what you want. Getting your opponent spending actions taking out 0 pts pogs and you're winning the battle.
Reworded the Genome Soldier trait and weakened it by making Stealth Markers the source of Stealth and Shape Change, but removed on taking damage. The original intent was so the Genome Soldiers that paid for the trait would be marked as such in game so no shenanigans could occur on which one(s) had it or not.
Reworded The End's Regen power, and upped The Boss' cost 30 points.
I don't fault you for overlooking PARA-MEDIC since her trait is dependent on a dial I haven't posted yet.
I was slightly worried The Pain would be busted good with his Swarms and his own Perplex on them to either make them swing a 10 attack with Precision Strike or a 19 (20 with Tiny) Defense to stay around, but those hornets of his are a pain (bad joke) to contend with in game and can't be directly hurt, only dealing with their keeper stops the deluge of stings.
