Also, to be clear. From the way it was explained to me and I wanted to say it in case it was wrong. You can only have one location bonus from a map. So in the case of the Joker and Harley map, you would have to choose which bonus you get. you cannot pay 10 points and get both effects. You have to choose Joker or Harley's effect.
Yeah, that's pretty much how I've been explaining it to people locally. It's very much the same general idea, just tied to map choice instead of placing something.
And you're not as limited so you could also use special terrain on the map (assuming you can find a place to put it). I'm glad you explained it like this... I may have to reconsider getting and using some of these.

It depends on the map. I think I read one of them that you could pay more for multiple spots (not the map you're referring to but one of the release maps). Even if not (again, I didn't read all of them thoroughly), they could make a map like that if they haven't already.
-Heroclix is not a game of logic, it's a game of strategy .... after all, when's the last time that you saw a giant (using a stealth ability) that was hiding behind a swingset... and nobody could SEE him????

That is indeed wrong. Since we don't have the Location rules available anywhere to easily reference as far as I'm aware, allow me. We really need to stop going by hearsay and just have the text available for people to read for themselves.

If you are the player that chooses the map and you chose the Location, you can use the Bonus(es) you paid for. If you didn't choose the map and didn't win the roll for first player, you instead can use the Consolation(s) associated with the Bonus(es) you paid for. (Otherwise there are no effects.)
SCORING: Your Location's Bonus(es) that you paid for are scored if you are defeated. (Whether you received the Bonus, the Consolation, or nothing.)
You pay the points to add the Location to your force. If you win map roll and choose to play on the associated map, you get the Bonus. If you win map roll and choose to play on any other map, you get nothing. If you lose map roll, you get the Consolation. The points for the Location are only awarded to the opponent if you are defeated (ie; they win by actually eliminating your force, not by going to time).
This is not accounting for the ability to choose that the other player goes first if you win the roll. Overall, you should have the following:
Win Roll-Off, Choose Location - Get Bonus(es)
Win Roll-Off, Don't Choose Location - Get Nothing
Win Roll-Off, Choose other player goes first - Get Nothing
Lose Roll-Off, Given Map Choice, Choose Location - Get Bonus(es)
Lose Roll-Off, Given Map Choice, Don't Choose Location - Get Nothing
Lose Roll-Off, Not Given Map Choice - Get Consolation
