Horn of Heaven:
Tribute 1 monster on your side of the field to negate the Normal Summon / Flip Summon / Special Summon of a monster and destroy it.

Solemn Judgement:
Pay half of your Life Points. Negate an activation of a Spell / Trap Card / Normal Summon / Flip Summon / Special Summon and destroy the Spell Card, Trap Card, or Summoned monster.

It's not a matter of only negating.......... its a matter of negating and DESTROYING.

Ya, thats right, or you could return it to there hand or deck.

or if it is "sent to the graveyard" by an effect. its much easier to say it will not come back UNLESS it is destroyed by an effect and is sent to the graveyard and remains there until the next standby phase.
